Subdivision

Subdivision is the process of legally dividing a parcel of land into two or more lots or adjusting existing boundaries. Whether you're preparing land for sale, developing a new neighbourhood, or adjusting property lines, the Town of Westlock is here to guide you through a smooth and informed process.

When is Subdivision Approval Required?

You’ll need subdivision approval when:

  • Adjusting the boundary line between two properties with consent from both owners
  • Dividing a parcel into smaller lots that meet the minimum lot size requirements in the Land Use Bylaw
  • Creating individual condominium units

Subdivisions are subject to the requirements of the Municipal Government Act, Subdivision and Development Regulations, Land Use Bylaw, Municipal Development Plan and other legislation and regulations.

Before You Start: Book a Pre-Application Meeting

We strongly recommend booking a pre-application meeting early in your planning process. It’s the best way to identify:

  • Major considerations or red flags
  • Required permits and approvals
  • Application materials and requirements
  • Regulatory considerations

Bring any preliminary drawings or project descriptions to the meeting to help us provide accurate guidance.

How to Apply

Online applications are not yet available for subdivision, but our team is here to help you apply in person or by email.

You’ll need:

  • A completed application form
  • A copy of the current Certificate of Title
  • A detailed subdivision sketch or plan
  • Owner authorization (if applicable)

Fees vary depending on the scope of the subdivision. After reviewing your application, staff will contact you to confirm the applicable fee as per our Fee Schedule.  We offer a variety of payment methods.

Subdivision Review & Approval

The subdivision process involves multiple steps to ensure applications are complete, aligned with Town policies, and reviewed by all relevant agencies. Here’s how it works:

  • Once we receive your application, we will review it for completeness within 20 days.
  • If anything is missing, we’ll notify you with a list of outstanding items.
  • Once complete, your application moves forward. If delays occur, a time extension may be required.

  • The Town circulates the complete application package to internal departments and external agencies for comment.
  • We may request additional information or clarification from you.
  • Once all input is received, the application is submitted to the Subdivision Authority for a decision.
  • The Authority may approve the subdivision with conditions or refuse the application.

  • If refused, or if you disagree with conditions of approval, you may appeal within 14 days.
  • Appeals are submitted to the Land and Property Rights Tribunal (LPRT).
  • The Board may uphold, modify, or overturn the original decision.

  • If approved, you’ll receive a conditional approval letter outlining all conditions.
  • You have one year to complete these conditions.
  • If needed, you may request a time extension in writing, subject to approval.

  • Once all conditions are met, submit a final application package for endorsement.
  • The Town signs the final subdivision plan and issues an endorsement letter for registration with Alberta Land Titles.
