Inaugural and Organizational Meeting of Council, October 27, 2025

OATHS OF OFFICE

  • In accordance with the Municipal Government Act, each member of Council is required to take the prescribed Oath of Office prior to performing any duty of Council. The Oaths of Office were administered by Graeme Harrington, B.B.A., J.D. of PT Law, to the following members:
    • Mayor Jon Kramer
    • Councillor Jerry Buchko
    • Councillor Laurie Hodge
    • Councillor Laura Morie
    • Councillor Curtis Snell
    • Councillor Mitch Tinant
    • Councillor Randy Wold

ORGANIZATIONAL MEETING OF COUNCIL

  • The Organizational Meeting, held annually as required by the Municipal Government Act and the Council Procedure Bylaw, establishes Council’s seating arrangements, Council appointments to committees and affiliated boards and the annual meeting schedule.
  • Council adopted the seating and committee appointments as presented in the agenda package.
  • Council approved the meeting schedule for January 1 to December 31, 2026, and resolved that all Regular Council and Committee of the Whole meetings will begin at 6:00 p.m., effective immediately.

DEPUTY MAYOR

  • Mayor Kramer administered the Oath of Office to Councillor Jerry Buchko, who has been appointed
    Deputy Mayor for the term from October 27, 2025, to February 28, 2026.

2026 FCM CONFERENCE ATTENDANCE

  • Council confirmed all members of council to attend the annual Federation of Canadian Municipalities (FCM) Conference in Edmonton in 2026.

NEW BUSINESS

Extend Deadline for the Required Council Orientation

  • Under the revised Municipal Government Act, all members of Council must complete mandatory orientation training covering the following topics:
    • Role of municipalities in Alberta
    • Municipal organization and function
    • Roles and responsibilities of Council, Councillors, and the CAO
    • Key municipal plans, policies, and projects
    • Budgeting and financial administration
    • Public participation
    • Other prescribed topics
  • Due to the timing of the municipal election and the Oath of Office, Administration delivered the first four modules prior to the Organizational Meeting. The remaining sessions are scheduled but occur after this date.
  • Council therefore resolved to extend the deadline for completing the mandatory orientation training by
    up to 90 days, to January 25, 2026.
