NEW BUSINESS
Consolidated Council Procedure Bylaw 2021-13, Amendment Bylaw 2025-16
- Council approved changes to the Council Procedure Bylaw to formalize a new meeting start time of 6 p.m. This amendment reflects direction provided during the October 24 Inaugural and Organizational Meeting and updates from the Freedom of Information and Protection of Privacy Act (FOIP) to Access to Information Act (AITA) and Protection of Privacy Act (POPA). Third reading was given, and the bylaw was adopted.
Westlock Economic Region Committee and Healthcare Attraction and Retention Agreement
- Council approved the 2026 budget and workplan for the Westlock Economic Region Committee, a partnership with Westlock County and the Village of Clyde focused on regional economic development.
- Council also approved an updated Healthcare Attraction and Retention Agreement, which expands the program beyond appreciation activities to include attraction and retention initiatives, and introduces collaboration with local health professionals. Both partner municipalities have already approved the documents.
Northern and Regional Economic Development (NRED) Program
- Council supported an application to the Province’s NRED Program to fund a multi-year investment readiness and downtown revitalization project.
- The initiative includes three coordinated studies, Commercial and Industrial Gap Analysis, Downtown Redevelopment Area Plan, and Incentive Gap Analysis to strengthen Westlock’s ability to attract investment, support downtown redevelopment, and grow as a regional economic hub. Council also approved issuing a letter of support.
FCM Safe and Active School Routes Grant Application
- Council passed the resolution required to move forward with a full application to the Federation of Canadian Municipalities’ Safe and Active School Routes program. The project includes constructing a new 106 Street sidewalk connection, introducing traffic-calming upgrades around Westlock Elementary School, and delivering student-led education and engagement activities. These improvements will enhance pedestrian safety, fill a major connectivity gap, and support active transportation. Pembina Hills School Division has provided a letter of support.
