OLD BUSINESS

Aspendale Area Structure Plan Bylaw 2025-12

• The Town has been preparing an Area Structure Plan (ASP) for the remainder of lands in the Aspendale neighbourhood. A variety of public engagements were utilized throughout the project including a dedicated project webpage, news release, online survey, meeting with landowners within the plan area, multiple open houses, and print and digital advertisements. A public hearing was held on September 8, 2025 during which there were four (4) written submissions and two (2) in-person presentations. Administration revised the ASP based on the feedback received and presented it to Council at the November 17 Committee of the Whole Meeting.
• Council gave third reading to and adopted the Aspendale Area Structure Plan Bylaw 2025-12.

Comprehensive Economic Development Strategy (CEDS) Project Update

• The Town of Westlock is undertaking a Comprehensive Economic Development Strategy (CEDS) to guide future planning, investment attraction, and economic growth. As part of this work, Administration completed engagement with students as well as the community at large through a Student Survey and a Think-Tank Session. The Student Survey and Think-Tank engagement activities have provided clear direction on the community’s priorities for economic development including stronger career pathways, enhanced youth-focused amenities, improved housing and services, and infrastructure to support sustainable growth. This feedback will now be used to develop the draft Comprehensive Economic Development Strategy and accompanying Action Plan, which will translate these priorities into targeted initiatives, timelines, and performance measures. The draft strategy will be presented to Council for review and further input prior to finalization and implementation in early 2026.

NEW BUSINESS

Intermunicipal Development Plan (IDP) Review Committee Bylaw 2025-19

• The current Intermunicipal Development Plan (IDP) Bylaw 2019-12 between the Town of Westlock and Westlock County was jointly adopted on December 12, 2019. The plan speaks to how future development and subdivision activities within areas of mutual interest surrounding the shared boundaries of the two municipalities will be dealt with, including applications or activities requiring referral, joint policy guidance, and dispute resolution processes.
• Council gave third reading to Intermunicipal Development Plan Review Committee Bylaw 2025-19 and appointed Mayor Kramer and Councillors Hodge and Snell to the IDP Review Committee.
