Bearisto & Associates (BASE) Aspendale Area Structure Plan (ASP)

  • As part of the Town’s Housing Action Plan, the Aspendale Area Structure Plan (ASP) was created to guide development of the remaining 23.57 ha in the neighbourhood. Funded through the Housing Accelerator Fund and prepared by Beairsto & Associates, the ASP outlines a phased approach for residential, commercial, parks, transportation, and utilities in line with local and provincial planning.
  • Highlights
    • Public Engagement: Included meetings with landowners, two public open houses, an online survey, and Council review of feedback to select the preferred concept.
    • Growth: approximately 507 housing units with flexibility for housing types.
    • Land Use: Residential, commercial, parks/trails, stormwater facilities, and roadways.
    • Transportation: Central collector road, traffic calming, trail network, coordinated Hwy 18 access.
    • Parks & Trails: Central parks, multi-use trails, and municipal reserve lands.
    • Servicing: Phased upgrades to sanitary, water, and stormwater systems.
  • Council accepted the Aspendale Area Structure Plan (ASP) project update as information.
NEW BUSINESS

Aspendale ASP Draft Plan Bylaw 2025-12 (First Reading and Public Hearing)

  • Following Bearisto & Associates (BASE) presentation, Council gave first reading to the Aspendale ASP Draft Plan Bylaw 2025-12 and set the public hearing date for September 8, 2025.

Land Use Bylaw 2022-12, Amendment Bylaw 2025-13 (First Reading and Public Hearing)

  • Council considered an application to rezone 9840 105 Street from R1 – Low Density Residential (maximum 2 units) to R2 – Medium Density Residential (up to 4 units). The change would allow for additional residential units on the property, which is located within the Greater Downtown Policy Area under the Municipal Development Plan.
  • Council gave first reading of Consolidated Land Use Bylaw 2022-12, Amendment Bylaw 2025-13 and set the public hearing date for September 8, 2025.

Westlock Regional Municipal Airport Operation Agreement

  • The current agreement, signed in September 2021 with automatic renewal, remained in effect. The agreement has been revised to reflect changes in County operations, with maintenance now handled in-house and the Airport Administrator role transitioned to a County administrative assistant. References to contracted services have been removed, and related definitions updated.
  • Council adopted the amended Westlock Regional Municipal Airport Operation Agreement with Westlock County.
