The Town of Westlock’s Procedures & Design Guidelines for Development provide the technical requirements for developing infrastructure that meets our community’s needs—today and into the future.

Whether you're designing a subdivision, installing underground utilities, or completing off-site improvements, these standards help ensure consistent, safe, and high-quality outcomes. Contractors, engineers, and developers should refer to these standards when planning and delivering work within Town limits.

Westlock’s Procedures & Design Guidelines for Development outlines requirements for:

Roadways & Sidewalks
Pavement structure, curb & gutter standards, driveway crossings, and concrete specifications.
Water Systems
Design criteria for water mains, valves, hydrants, and service connections.
Sanitary & Storm Systems
Standards for sewer mains, manholes, stormwater management, and lot drainage.
Lot Grading & Landscaping
Minimum slopes, grading design, sod placement, and approved tree species.

Contractors and developers are expected to ensure all work complies with these standards unless otherwise approved by the Town.

All engineering drawings for new subdivisions, servicing upgrades, and off-site improvements must be reviewed and approved by the Town’s Planning & Development and Operations teams before work begins.

Submit drawings as part of your development permit, development agreement, or subdivision application
Include detailed design calculations and material specifications
Inspections will be conducted throughout and at the completion of construction

To ensure infrastructure is completed to standard, the Town requires developers to provide financial security as part of a Development Agreement or for certain development permits.

Securities protect the Town if work is incomplete or not built to standard.
The required amount is based on estimated construction costs and your experience as a developer.
Security is typically held until municipal improvements receive Construction Completion and Final Acceptance Certificates.
Accepted forms of security include letters of credit, bonds, or deposits.

This ensures accountability and peace of mind for the Town, developers, and future property owners alike.
