Construction Standards & Specifications

The Town of Westlock’s Procedures & Design Guidelines for Development provide the technical requirements for developing infrastructure that meets our community’s needs—today and into the future.

Whether you're designing a subdivision, installing underground utilities, or completing off-site improvements, these standards help ensure consistent, safe, and high-quality outcomes. Contractors, engineers, and developers should refer to these standards when planning and delivering work within Town limits.

Our goal is to support development that’s safe, sustainable, and built to last.

What’s Included

Westlock’s Procedures & Design Guidelines for Development outlines requirements for:

  • Roadways & Sidewalks
Pavement structure, curb & gutter standards, driveway crossings, and concrete specifications.
  • Water Systems
Design criteria for water mains, valves, hydrants, and service connections.
  • Sanitary & Storm Systems
Standards for sewer mains, manholes, stormwater management, and lot drainage.
  • Lot Grading & Landscaping
Minimum slopes, grading design, sod placement, and approved tree species.
  • Off-Site Improvements
Requirements for service tie-ins, lane reconstruction, and infrastructure within public rights-of-way.

Contractors and developers are expected to ensure all work complies with these standards unless otherwise approved by the Town.

We work closely with contractors, developers, and consultants to ensure projects are successful—from pre-construction through final acceptance. If you have questions about construction standards, servicing design, or project timelines, connect with our team early.
