Aspendale Area Structure Plan

As part of the Town's Housing Action Plan, the Town of Westlock developed an Area Structure Plan for the undeveloped areas of the Aspendale neighbourhood.  This plan prepares those lands for future development to ensure the Town retains a sufficient supply of development-ready land while advocating for a variety of housing types to meet broader community needs. The Town retained the services of Bearisto & Associates Engineering (BASE) to create the ASP in close consultation with Town Administration, Council, landowners, and other important parties such as provincial agencies.  The use of a consultant for this project allowed for the Town to leverage additional capacity and technical expertise. The majority of the cost of the project was paid for through the Housing Accelerator Fund.

Plan Adoption

A Public Hearing was held on September 8, 2025 regarding the proposed Aspendale Area Structure Plan.  Following consideration of the comments received at the Public Hearing, Council gave the proposed ASP second reading and further directed Administration to review the high density and green space allocations in the plan.

Administration worked with the consultant to revise the plan accordingly.  A revised ASP including an altered land use concept for the plan was being brought back to Council at the November 17, 2025 Committee of Whole meeting for their review and consideration.  Following that review Council directed Administration to bring the revised plan back to the December 8, 2025 Regular Meeting of Council, at which Council gave the ASP third reading and adopted the plan with immediate effect.

What's is an Area Structure Plan (ASP)?

An Area Structure Plan (ASP) is a statutory plan prepared pursuant to the Municipal Government Act that provides a framework for more detailed subdivision and development, including future land use patterns, transportation, utility networks, and the sequence of development in new areas of a municipality.

An ASP is required to be in place and approved by Council prior to the application for future subdivision or development of greenfield (ie. vacant or undeveloped) lands.
