Aspendale Area Structure Plan

As part of the Town's Housing Action Plan, the Town of Westlock is developing an Area Structure Plan for the undeveloped areas of the Aspendale neighbourhood.  This will prepare those lands for future development to ensure the Town retains a sufficient supply of development-ready land while advocating for a variety of housing types to meet broader community needs. The Town has retained the services of Bearisto & Associates Engineering (BASE) to create the ASP in close consultation with Town Administration, Council, landowners, and other important parties such as provincial agencies.

Project Progress

The project is expected to be completed by late 2025.  The project team has recently completed the Draft Area Structure Plan Document which consists of technical studies and refinement of the concept layout based on feedback received from Administration, Council, and the public.  The most recent Public Engagement Opportunity was held Wednesday, June 18.  The project team is now working on refining the Draft ASP, in preparation for presentation to and review by Council.

What's Next?

The Final Draft Plan is tentatively expected to be ready for Council review in Late Summer 2025. Prior to adoption of the ASP, a Public Hearing will be held for the public and landowners to provide feedback to Council prior to making a decision.

An Area Structure Plan (ASP) is a statutory plan prepared pursuant to the Municipal Government Act that provides a framework for more detailed subdivision and development, including future land use patterns, transportation, utility networks, and the sequence of development in new areas of a municipality.

An ASP is required to be in place and approved by Council prior to the application for future subdivision or development of greenfield (ie. vacant or undeveloped) lands.
