Aspendale Area Structure Plan

As part of the Town's Housing Action Plan, the Town of Westlock is developing an Area Structure Plan for the undeveloped areas of the Aspendale neighbourhood. This will prepare those lands for future development to ensure the Town retains a sufficient supply of development-ready land while advocating for a variety of housing types to meet broader community needs. The Town has retained the services of Bearisto & Associates Engineering (BASE) to create the ASP in close consultation with Town Administration, Council, landowners, and other important parties such as provincial agencies. The use of a consultant for this project allows for the Town to leverage additional capacity and technical expertise and the entire cost of the project is paid for in entirety through the Housing Accelerator Fund.

Project Progress

A Public Hearing was held on September 8, 2025 regarding the proposed Aspendale Area Structure Plan. Following consideration of the comments received at the Public Hearing, Council gave the proposed ASP second reading and further directed Administration to review the high density and green space allocations in the plan.

Administration is currently working with the consultant to revise the plan accordingly. A revised land use concept for the plan will be made available for review and brought back to Council for their consideration. We currently do not have a timeline on when this work can be expected to completed.

Shape the Future of Aspendale

Westlock Town Council held a public hearing regarding the proposed Aspendale Area Structure Plan (ASP) on September 8, 2025 at 6:30 p.m..

At the public hearing, Council reviewed submissions and heard from members of the public regarding the proposed plan. The concerns heard by Council included the proposed density, amount of high density and green space allocations, cost of servicing, clay soils within the area, and comparisons to ASPs in other communities.

Following the public hearing, Council gave the proposed Aspendale ASP second reading, and further directed Administration to adjust the high density and green space allocations in the plan.

Administration will work with the consultant to amend the plan accordingly and bring back a revised concept for further consideration and review by both the public & Council.

The most recent open house was held for the public and landowners to provide feedback on the draft ASP on Wednesday, June 18:

Drop-In Times - 12 to 3 p.m. or 4 to 7 p.m. at the Rotary Spirit Centre (Upper Mezzanine - 2nd Floor)
Those unable to attend a drop in session were able to view the draft plan online and provide comments by email

The Draft Plan was drafted based on the preferred Concept from the first round of Public Engagement, and informed by technical studies for servicing and transportation.

From Monday, March 3 to Friday, March 7, opportunities were available for the public and landowners to provide feedback on the draft concept layouts, including options for both in-person and online involvement:

Drop-In Open House - Tuesday, March 4 from 12 to 3 p.m. or 4 to 7 p.m. at the Rotary Spirit Centre (Upper Mezzanine - 2nd Floor)
Online Survey - Monday, March 3 to Friday, March 7

This first engagement opportunity focused on two (2) concepts that were prepared as options for the future layout of the plan area. The concepts establish future land uses, road network, and locations of greenspaces and storm ponds.

What's is an Area Structure Plan (ASP)?

An Area Structure Plan (ASP) is a statutory plan prepared pursuant to the Municipal Government Act that provides a framework for more detailed subdivision and development, including future land use patterns, transportation, utility networks, and the sequence of development in new areas of a municipality.

An ASP is required to be in place and approved by Council prior to the application for future subdivision or development of greenfield (ie. vacant or undeveloped) lands.
