Capital Project Phases

  • Concept: This is the first phase of a project where a project is presented to council that will significantly improve infrastructure or a Town facility.
  • Development Design: During this phase of the project, drawings and cost estimates are developed. The goals and objectives of a project are identified to maximize service delivery in our facilities and infrastructure.
  • Detailed Design: During this phase, the concepts and design ideas are further developed and refined into detailed plans and specifications. Engineering analysis may ensure the feasibility of the project, safety and compliance with codes and regulations. This phase happens before a project is tendered and lays the foundation for successful project execution.
  • Build: This includes the construction and implementation of a project. It involves managing resources, coordinating contractors and suppliers, conducting inspections and ensuring the project is completed within schedule and budget.
  • Operate: This is the final phase, following the completion of construction or implementation. It involved ongoing management, maintenance, and utilization. This phase focuses on optimizing performance, monitoring costs and addressing any operational issues that may arise.

East Glen Park Inclusive Playground (Old Water Tower)

The Eastglen Playground Replacement Project represents a significant investment in the health, inclusion, and vibrancy of our community. Supported by $300,000 in capital funding and an additional $262,442 in grant funding, this project will deliver Westlock’s first fully accessible and inclusive playground.

93 Street (99-102 Ave) & 99 Ave (93-94 St) 

Southview Subdivision

93 Street will be extended West into Southview to allow for future residential development.

Status: Operate

107A Avenue – Corridor Rehabilitation 

Storm, water and sewer replacement.

Status: Build

Completion Date for Phase One: October 2024

Phase Two of construction will be completed in Fall 2025

Aspendale Dry Pond Drainage Correction

Asphalt and drainage improvements from 110 Avenue to 103 Street.

Bulk Water Station Building and Grounds Improvements

Drainage improvements and paving of the parking lot.

Fire Hall Rehabilitation Program

Upgrades to the facility include the replacement of overhead and exterior doors, exhaust systems, HVAC, electrical systems, and flooring, as well as washroom renovations and concrete replacement outside the overhead doors.

Westlock Rotary Spirit Centre Parking Lot Expansion

The site of the old Jubilee Arena has been reclaimed and converted into a multi-use parking lot, complete with power. This site offers additional parking for the Spirit Centre and can be utilised for outdoor markets and event spaces.

The steam room at the Westlock Aquatic Centre was converted into a dry sauna.

Upgraded some sites to 50 amp service and added six (6) new sites.

108 Street, Westlock, AB

Status: Operate

Project Description: Phase Two is now completed Rail. This project continued the work from Phase One by upgrading the roadway, underground infrastructure, and curb and sidewalk along 108 Street. This project involved the removal of the existing road surface and curb/sidewalks, the installation of a new sanitary water main, the installation of a new roadway structure, and the installation of new curbs and sidewalks.

This project had two phases: the RTU and Ducting Upgrade and the Exterior Envelope Wrap.

Phase One Status: Operate

  • Rooftop unit replacement on the south section of the Heritage Building, along with ducting upgrade and fire separation in the mechanical room.
  • Start Date: October 2023
  • Completion Date: January 2024

Phase Two Status: Operate

  • The exterior envelope requires upgrading to increase facility efficiencies and improve curbside appeal.
  • Start Date: January 2024
  • Completion Date: July 2024

Rehabilitation of deteriorating road pavement structures by means of asphalt overlay and/or concrete replacement.

Status: Operate

The Sand and Salt Storage Building contains the current salt/sand mix used in winter road maintenance and protects the material from the weather. This will reduce time and labour costs as staff will not have to thaw frozen materials. This efficiency will reduce production hours and reduce equipment wear and tear.

Westlock Powers Up with New Electric Vehicle Chargers!

Bringing Sustainable Energy to Our Community

A Milestone Achievement

Westlock is excited to announce the installation of three state-of-the-art Electric Vehicle (EV) chargers, available 24/7 to the public. This project, a significant leap towards sustainable development, has been realized through a grant from the Municipal Climate Change Action Centre (MCCAC) under its Electric Vehicle Charging Program (EVCP).

Strategic Locations for Maximum Benefit

These locations were chosen to enhance the convenience for EV users and to encourage exploration of our town's vibrant recreational areas, bustling downtown, and the municipal library.

Diverse Charging Options

Level Three Fast Charger at Rotary Spirit Centre: Ideal for quick charging needs. Charging rate: $20/hour.

Level Two Chargers at Heritage Building and Aquatic Centre: Perfect for longer visits. Charging rate: $2/hour.

Jubilee Arena Demolition

 

Project Description: Initially slated for demolition in 2012, the Jubilee Arena structure degraded to an unsafe condition and was demolished in 2023.

This project scope includes the construction of an asphalt multipurpose trail along the south side of 100 Street Service Road from 108 Avenue to 113 street, as well as a concrete sidewalk along the east side of 113 Street from 100 Street Service Road to the Alberta Service Building.  Pedestrian crossing signals were also added at the 108 Street/Highway 18 intersection. Most works were completed in 2021.  Final trail work and landscaping were completed spring of 2022.

This project is to remove a build-up of sludge in the receiving cells at the sanitary sewage lagoon. This sludge builds up over many years and needs to be removed to improve the lagoon's operational efficiencies. Work started in April 2022 and is now complete.  

In partnership with Bell Mobility and Echologics, a Mueller Water brand, this system will monitor hydrants throughout the community and provide data to pinpoint leaks and maintain our infrastructure in a new way. This will be a multi-year project with the installation of 50 sensors in 2022 and another 30 in 2023.
